It hardly seems like the same thing to equate the Hulk going on a rampage in the middle of x city with only normal humans around who have no recourse but to flee in terror while a character who is amongst the most powerful superhumans on the planet is going around destroying things like a force of nature everyone's helpless against to repelling an invading force bent on subjugating the entire planet. Especially since the Hulk gets his bullshit supermath to get a get out of jail free card on his years of destruction. I dunno.
